New Regulation for Short-Term Rentals and Hospitality Facilities

The Ministry of Tourism has introduced a new measure to ensure fair competition and transparency in the short-term rental market in Italy (Article 13-ter of Legislative Decree 145 of 15/12/2023). This regulation aims to promote competition and transparency within the market.

Starting from September 1, 2024, a dedicated portal has been activated to obtain the National Identification Code (CIN), which is mandatory for all residential units intended for short-term rentals—up to 30 days—as well as for all other forms of hospitality accommodations.

By January 1, 2025, all accommodations must have a CIN. The law also mandates displaying the CIN outside the building where the apartment or accommodation is located, ensuring compliance with any urban planning and landscape protection constraints.

The new regulation also requires compliance with safety regulations, including equipping accommodations with gas and carbon monoxide detection devices, as well as legally compliant portable fire extinguishers.

What Needs to Be Done?

1. Request the CIN

Property owners must request the CIN by accessing the Ministry of Tourism website using their SPID credentials.

2. Display the CIN Outside the Property

This requirement applies to all landlords in the relevant categories. We recommend taking action as soon as possible, although compliance may take some time. In many historic center facades, affixing plaques or signs may not be allowed, and individual condominium rules must also be considered.
